25 pc additional seats to be created for foreign students in universities, HEIs: New UGC guidelines

The University Grants Commission (UGC) on Friday said higher educational institutions across the country will now be allowed to create 25 per cent additional seats for foreign students and have a transparent admission process for them.

The draft “Guidelines for Admission of International Students and Supernumerary Seats in Undergraduate and Postgraduate Programs in Higher Educational Institutions in India” was placed in the public domain last month for seeking feedback and has now been notified. “HEIs can create additional seats up to 25 pc for international students, in addition to their total accepted enrollment for undergraduate and postgraduate programmes. The decision regarding supernumerary seats is to be taken by the higher educational institutions concerned in accordance with the specific guidelines and regulations issued by the regulatory bodies considering the infrastructure, faculty and other requirements,” the guidelines said. “Indian HEIs may admit international students on the basis of equality of admission qualifications held by them. Equivalence is to be determined by the UGC or any other body recognized by the UGC for such purpose or by the relevant regulatory bodies of the country. HEIs may adopt a transparent admission process for admitting international students,” the guidelines stated.

Explaining the admission criteria for the admission of foreign students, UGC President Jagdish Kumar said that the universities will be free to choose their own admission policy. “Universities are free to choose the admission policy for foreign students. The UGC has not prescribed any such entrance test for the admission of foreign students. The UGC has clarified that the 25 per cent additional seats for international students will not include international students under exchange programs and/and through Memorandum of Understanding (MoU) between institutions or between the government. India and other countries.

“Based on the availability of infrastructure and qualified faculty, efforts should be made to distribute these 25 PC seats among all the departments, schools, centers or any other educational unit of the higher educational institution. Wherever possible. for international students in both undergraduate and postgraduate programmes. “A seat left vacant in the supernumerary category will not be allotted to anyone other than an international student. International students in this context shall be defined as a person holding a foreign passport,” read the guidelines. Approval of statutory bodies/bodies of higher education institutions in accordance with the guidelines/regulations issued by regulatory bodies from time to time. The provision for the creation of supernumerary seats for international students should be formalized through the U.P.

“Additional seats for Ph.D. Programs shall be governed by the Regulations notified by the UGC from time to time in this regard. All Higher Education Institutions shall have an ‘Office for International Students’. Country, Number, Program in respect of International Students in HEI / The year-wise details like subject, duration etc. are maintained by it and made available on their website “number of seats available for international students in each programme, fee prescribed for the same, admission procedure, eligibility conditions etc. All the details regarding the same will be made available on the website of HEI,” read the guidelines.
