DMK government had set new conditions for getting benefits

As per the revised conditions, more than 72% of the applications received for waiver of jewelery loans from cooperative societies in Tamil Nadu (except Salem) have been found ineligible. According to the Registrar of Co-operative Societies (RCS), at least 35,37,693 of the 48,84,726 gold jewelery loans under the government scheme cannot be waived.

Officials in other districts conducted a field survey in every district to verify the loans and drafted two lists – provisionally eligible and completely ineligible. According to a communication from RCS to officials, the verification of these loans had been completed in all districts except Salem, and the data was being uploaded. The process of finalizing both the lists will be completed in the next few days. After obtaining approval from the office of RCS, the officials can proceed with the relaxation, it said.

The DMK regime initially stalled the implementation of the exemptions announced by the AIADMK regime, citing various irregularities, and eventually specified eligibility conditions so that only the eligible poor and downtrodden could avail it. Jewelery loan availed by individuals, as per norms [or their family members] people who benefited from waiving farm loans; Employees of co-operative societies and their family members, all government employees and their family members were not eligible for exemption. Similarly, people who had paid off their debt could not claim the exemption. [i.e. reimbursement],

Those who failed to provide ration card and Aadhaar details or submitted false details were also not eligible for exemption.
