The targeted killings of Kashmiri Pandits and other civilians in the Kashmir Valley prompted Home Minister Amit Shah to seek an explanation from the Union Territory’s Lieutenant Governor on the security lapse, a Home Ministry official with direct knowledge of the matter told NDTV.
