This year’s report (WHR 2023) has caused some disbelief and dismissive noises among Indian policy makers and outright derision on social media. While Finland and Denmark have retained their No. 1 and No. 2 spots, and no one is arguing about that, India sits at 126 out of 137 countries, up from 136 out of 146 in 2022. Not much improvement. The survey uses the Cantril Ladder. tool, which asks respondents to rate their level of happiness on a scale from 0 to 10. The report has been issued annually since 2013 and is supported by a number of organizations including the United Nations non-profit Sustainable Development Solutions Network.
