New Delhi: Parliament on Monday, the first day of the winter session, passed a bill to repeal three agricultural laws by voice vote.
Agriculture Minister Narendra Singh Tomar laid agriculture law repeal bill In Lok Sabha 2021, Congress leader Adhir Ranjan Chowdhury demanded discussion on the bill, but Speaker Om Birla rejected it.
The same bill was introduced to repeal three laws- Farmer Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, Farmer (Empowerment and Protection) Agreement of Price Assurance, Agricultural Services Act, 2020, and Essential Commodities ( Amendment) Act, 2020.
The bill was passed by voice vote amid sloganeering by opposition MPs.
Shortly after the proceedings of the House resumed at 2 pm, Tomar placed the bill in the Rajya Sabha.
Deputy Speaker Harivansh allowed Leader of the Opposition Mallikarjun Kharge to speak for two minutes, before the motion to pass the bill was passed.
Kharge was of the view that the government, after reviewing the results of the recent bypolls, withdrew three agricultural laws in view of the upcoming elections in five states.
After this, Agriculture Minister Tomar presented the proposal and said that all the three laws have been brought for the benefit of the farmers. He regretted that the government could not convince the agitating farmers about the benefits of the laws.
He said that since both the government and the opposition parties are in favor of repeal of the laws, there is no need for any discussion on the Agriculture Repeal Bill.
Like the lower house, the Rajya Sabha also passed the bill by voice vote and without discussion.
Some Congress and TMC members came down to the Well to protest the passage of the Bill without debate.
Earlier in the day, Congress MPs led by Sonia and Rahul Gandhi protested in front of the Gandhi statue inside the Parliament premises, demanding repeal of three laws.
Farmer leader Rakesh Tikait welcomed the passage of the bill in Lok Sabha and said, “It (Agriculture Laws Repeal Bill, 2021 passed by Lok Sabha) is a tribute to all 750 farmers who lost their lives during the agitation. The protest will continue. MSP Including other issues are still pending.”
Farmers have been staging dharna at several border points in Delhi for over a year, demanding the repeal of the three laws.
PM Modi had announced in an address to the nation on November 19 that all three laws would be repealed.
The Union Cabinet approved the bill in its meeting held last Wednesday.
Farmers protesting at Delhi’s borders have refused to end their agitation, despite the government agreeing to their primary demand for repeal of three agricultural laws. They are now demanding a law to guarantee MSP for their produce.
