AIFF may be banned by FIFA because Praful Patel acted in an arbitrary and selfish way: Alberto Colaco

The Supreme Court on Wednesday reconstituted the Committee of Administrators (CoA), headed by former apex court judge AR Dave, to manage the affairs of the All India Football Federation (AIFF).

The COA will also facilitate the adoption of the AIFF constitution in line with the National Sports Code and model guidelines.

A bench of Justices DY Chandrachud, Surya Kant and PS Narasimha said that the CoA will consist of Justice Dave, former Chief Election Commissioner Dr SY Qureshi and former Indian football team captain Bhaskar Ganguly.

The bench said the CoA would assist the court in facilitating the adoption of the Constitution by the AIFF as per the National Sports Code and model guidelines. It added that the newly formed CoA will sit at the Football House or any other facility at Dwarka.

The top court said that the committee will look into the day-to-day affairs of the AIFF, observing that the present situation is not in the interest of proper governance of the federation. Advocate Samar Bansal represented the CoA before the apex court, which was earlier comprised of Qureshi and Ganguly. The top court directed the CoA to take over the charge of AIFF.

The bench said the CoA will prepare the electoral rolls for conducting the elections to the Executive Committee of the AIFF in accordance with the Constitution, which was submitted by a two-member committee (ombudsman) comprising Qureshi and Ganguly.

The bench made it clear that the CoA can take the assistance of the pre-federal committee for the conduct of the tournament and the selection of players and other matters of the federation.

The top court insisted that this is a temporary arrangement to facilitate elections and entrust the day-to-day governance of the Federation to a democratically elected body as per the Constitution.

In view of these developments, there are rumors of an imminent ban from FIFA and India being stripped of the hosting rights of the U-17 Women’s World Cup.

Former AIFF general secretary Alberto Colaco, who incidentally served under both the two former presidents, the late Priya Ranjan Das Munshi and Praful Patel, thinks the ban is on the way.

“If we go by the earlier examples, I think there will be sanctions for India,” Colaco was quoted as saying by TOI.

“If things have turned out to be in such a bad shape for AIFF, it is only because Praful Patel has acted in an arbitrary and selfish manner for his own benefit,” he added.

“Remember, it is the AIFF that went to court to extend Patel’s tenure,” Colaco said.

CoA member Dr SY Qureshi is confident that there will be no sanctions on India.

“I don’t think FIFA would object to this development today. After all, holding elections in FIFA is also a mandate.

“Football elections were long overdue, the predecessor team was stalled during his tenure and elections were necessary. I don’t see the issue of non-compliance with FIFA here. We hope that FIFA will understand and cooperate and we will cooperate with them to fulfill this task given to us by the Court.
