Following the 3-capital repeal bill, the Andhra Pradesh Legislative Assembly on Tuesday passed a resolution withdrawing the earlier resolution seeking to abolish the Legislative Council. Moving the resolution, Minister of Legislative Affairs Bugna Rajendranath said that the resolution was adopted by the Andhra Pradesh Legislative Assembly on January 27, 2020, seeking to abolish the Legislative Council of the state.

“It was sent to the Union Home Ministry for consideration and due to non-reaction and due to ambiguity and confusion over the functioning of the House, the government has decided to withdraw the earlier resolution,” the minister said.

He said the decision to disband the council was taken to remove the willful and avoidable delay in passing the bills.

The proposal was sent to the Center for necessary action. However, despite continuous perusal of the matter at various levels and a considerable time elapsed of one year and ten months, no action was taken by the Centre.

Meanwhile, the Council is functioning and discharging its duties. However, there was uncertainty among the members about the excessive delay as the matter was pending with the Union Home Ministry and it was considered necessary to quash the existing situation with no time limit to complete the process. Uncertainty and ambiguity, which is affecting the dignity and dignity attached to the Council and its members, he said.

Later the House unanimously passed the resolution.
