Guwahati: Assam cabinet Decided to withdraw about three lakh rupees on Sunday petty matters To expedite the delivery of justice in serious cases pending in various subordinate courts across Assam within six months.
Under Section 321 of the CrPC, the Public Prosecutor in charge of a case can be empowered to withdraw from the prosecution with the concurrence of the court at any time before the judgment is pronounced.

Cabinet Minister briefing the media Jayant Malla Barua He said that today around 4.19 lakh cases are pending in the state and most of these cases are minor. With the withdrawal of minor cases, the number of pending cases will come down to around one lakh, he said.
“For small matters like drunk drivingThere is a delay in the hearing of many big cases. Barua said that apart from reducing the burden of the judiciary, it would help in speedy trial in important cases. In addition, it will decongest prisons by releasing many undertrials accused in petty cases.
The Assam cabinet also approved setting up of two milk processing plants at Dibrugarh and Jorhat in Upper Assam to increase milk production in the state.
Barua said that a joint venture company of the State Government and the National Dairy Development Board would set up units to provide relief to the dairy farmers. “The land allotment for two milk processing plants has been completed. Apart from increasing milk production in the state, the two plants will help the dairy farmers in getting the right price,” he said.
The cabinet also approved setting up of two more private universities in the state, for which Barua said necessary legislation would be introduced in the state assembly in the coming session. The Girijanand Chowdhury University, Ajara and Pragjyotish University at Hajongbari near Guwahati will be the newest universities in the state.
The state government had earlier decided to set up centers of excellence in 34 polytechnic institutes and 43 government ITIs in collaboration with Tata Technologies Limited. The cabinet on Sunday approved Rs 366 crore for the upgradation of infrastructure of these institutions.
In the newly constructed Nalbari Medical College, the cabinet approved an additional amount of Rs 397 crore, taking the total project cost to Rs 615 crore.
To combat disasters by minimizing losses and damages, the cabinet approved the Assam Disaster Risk Reduction (DDR) Roadmap, 2030. “Three per cent of the non-salary state budget starting from FY 2023-24 will be earmarked for implementation of DDR works through the Flexibility Budget Statement,” it added.
