Yonhap news agency reported that he is also likely to meet representatives of the newly elected President of South Korea, Yun Suk-yol, who will take office on May 10.
The United States has insisted on further UN sanctions on the North. But China and Russia have signaled opposition, arguing that sanctions should be eased so that talks can be resumed and humanitarian relief to the poor North.
Issues on the peninsula can be resolved politically and China will continue to play a “positive role”, Liu said.
However, the key to resolving the issues lies in the hands of North Korea and the United States, he said.
