The state is divided into Upper and Lower Himachal. While Mandi, Kullu, Shimla, Solan, Kinnaur, Lahaul-Spiti, Sirmaur and Chamba make up Upper Himachal, the lower parts of the state include Chamba, Una, Kangra, Bilaspur and Hamirpur. Traditionally, the Congress has been a strong contender in the upper parts of the state.

Interestingly, political leaders and supporters in the hill state usually express their inclination through their Himachali topi or cap. While BJP leaders wear red caps, Congress members wear green caps.

“This time the red cap will be the BJP and the green cap will also be the BJP,” Shah said. He claimed that the saffron party would defeat the Congress in its stronghold.

Alleging that Congress was involved in corruption during his tenure, Mr Shah said, “Who would believe his guarantee? He ruled for 10 years but only indulged in big scams. Now he is trying to save innocent people of Himachal Pradesh. Guaranteed to make a fool of you.” Praising Prime Minister Narendra Modi, Shah said that his stature has grown globally.

“This is unprecedented for the world. Our students were evacuated safely,” Mr. Shah said.

The Home Minister also mentioned the development works and government initiatives like Himcare Swasthya Yojana and Jal Jeevan Mission to ensure safe drinking water.

Appreciating Chief Minister Jai Ram Thakur, Shri Shah said that under his leadership the State attracted an investment of Rs 44,000 crore.

The Home Minister is holding several rallies in the state on Sunday as only six days are left for voting.
