The court also said, “Scholar Ag, Assamhas objectively submitted that the issue involved is a serious matter which may require some investigation by the competent authority.”
“It is clarified that the functions and jurisdiction of the aforesaid committee shall not be limited to the present case but shall also look into all other matters where the demand for payment of so called pending bills for works done/supplied in BTC is 10,00,000 and above” and “In order to facilitate the Committee to investigate, the officer of BTC, i.e., the Principal Secretary shall direct that all such claims of Rs.10,00,000 or more shall be routed through the Committee. And consequential steps should be taken only after the report of the committee.
