The draft proposal includes making a crash helmet mandatory for children between nine months and four years of age, as well as a protective cover that will attach the child to the rider. The ministry is also planning to reduce the vehicle speed to below 40 kmph for two-wheelers with children.

The Ministry of Road Transport and Highways (MoRTH) is planning to implement speed limits on two-wheelers with children. The ministry, in a draft notification, proposed to improve the safety quotient and set a target of not exceeding 40 kmph for two-wheelers with a child up to four years of age. The ministry also proposes that children in the age group of nine months to four years riding a two-wheeler will have to wear a crash helmet.

The ministry further said that the two-wheeler rider shall ensure that the child on the motorcycle is attached to the safety cover. This will apply to children below four years of age. The safety harness will be worn by the child and will offer adjustments with a pair of straps attached to the vest and forming shoulder loops that need to be worn by the rider.

“In this way, the child’s upper torso is securely attached to the driver. One feature by which this is achieved is by attaching the straps to the back of the vest and crossing the straps over the vest so that there are two large crossing-overs. Loops are formed that pass between the legs of the passenger,” the ministry explained.

The ministry also clarified that crash helmets for children will have to comply with ASTM 1447]/ [European (CEN)BS EN 1080/BS EN 1078] Standard. The government is planning to implement the helmet specifications by the Bureau of Indian Standards under the BIS Act 2016 for child helmets.

Note that these are proposals for now and the ministry is inviting suggestions and objections to these draft rules.
