It also sought Saxena’s intervention so that the colleges can focus on imparting quality education.

The delegation also raised the issue of pending medical reimbursement and other dues of the employees and said that salaries are getting delayed by one to five months.

There was no immediate reaction available from the government.

The delegation included Jaswinder Singh, president of the Delhi University Principals Association and principal of Khalsa College, Manoj Sinha, secretary of the association and principal of Aryabhatta College, and principals of three other colleges.

12 colleges of Delhi University are fully funded by Kejriwal government.

“Serious issues affecting the quality of education in these colleges include deliberate cut of funds, delayed payment of salaries to staff, non-sanction of teaching and non-teaching posts by the Arvind Kejriwal-led AAP government, and days . Day-to-day interference and harassment by incompetent and inexperienced persons appointed by the AAP government to the governing bodies of these colleges,” sources said citing the association.

The delegation informed Saxena that no grants have been allocated to many colleges for capital assets and sports promotion in the last four years.

Sources said the Public Works Department had not started repair and maintenance work in some colleges, while in others it had stopped work due to non-clearance of funds.

“As a result, the buildings and infrastructure of the college are in a dilapidated condition,” sources said.

“Despite 25 per cent increase in student strength due to implementation of reservation for economically weaker sections, new posts of teaching and non-teaching staff are not being sanctioned.

“Some colleges are under-utilising the physical capacity but due to non-clearance of teaching and non-teaching staff, they are not able to start new courses and increase enrolment,” sources said.

In its representation, the association said, “Many new and relevant courses have been introduced in these colleges to meet the needs of the emerging economy and provide employment to the youth and as a result, many teaching and non-teaching posts have been filled up, resulting in Approval is pending with the government.” The association requested Saxena to intervene and take steps to ensure ex-post facto acceptance of all posts and allow recruitment of teaching and non-teaching staff members, as was done in other Delhi University colleges.

The Lieutenant Governor’s Secretariat has flagged the association’s representation along with another submitted by the Delhi University Staff Council to Kejriwal for remedial action on priority basis.
