Speaking on the 46th Civil Accounts Day, Sitharaman said that it will ensure end-to-end digitization and make payment processing transparent using technology not only within government departments, but also by expanding the second phase for the use of citizens.
The e-bill, she said, would also close “any short window that is available” for “misuse in case of rent seeking”, as government contractors or suppliers would be able to register their claims digitally.
“Submit your claim with digital signature, and you don’t need to come to government offices. As soon as your claim reaches with digital signature, your payment reaches (to you),” Sitharaman said.
He said, the civil accounts officers have ensured that the common man working with the government does not have to wait for months, or even visit the officials, for their dues to be released.
He said that other countries are also paying attention to the words of India. public finance management system (PFMS), which has helped in providing direct relief to the people during the pandemic.
giving a description of e-bill systemDhritri Panda, Additional Controller General of Accounts, said that at present, claimants are required to submit physical copies of bills to departments for scrutiny. With the e-bill initiative, claimants will be able to submit a digitally signed bill on PFMS and check the status without having to approach the offices.
“The system will provide great convenience to suppliers and contractors… It will have a shorter bill payment cycle, a more effective audit trail… It will be an effective tool to facilitate seamless government disbursements in pandemic-like situations,” she said. . ,
The e-bill system has been launched on a pilot basis in eight ministries. It will be implemented in all ministries and departments in a phased manner in 2022-23.
