Google halts Play Store billing in India; Developers get compliance relief: All you need to know

Search giant Google has stopped implementing a requirement for developers to comply with Google Play’s billing system for purchases of digital goods and services. Compliance is only withheld for transactions by users in India. Google said that it will review legal options in the meantime in view of the recent decision by the Competition Commission of India (CCI). It may be noted that Google is facing a penalty of crores of rupees for alleged unfair business practices.

“Following the recent CCI decision, we are halting the enforcement of the requirement for developers to use Google Play’s billing system to purchase digital goods and services for transactions by users in India, while we are pursuing our legal options. Let’s review and make sure we can continue to invest in Android and Play,” Google said in an update on its Help Center page.

Developers in India were given an extension till October 31, 2022, due to unique circumstances with the payment scenario in the country. “The requirement to use Google Play’s billing system applies for in-app digital content purchases for users outside India,” Google said.

Last month, the Competition Commission of India (CCI) imposed a fine of Rs 936.44 crore on the internet major for abusing its dominant position with regard to Play Store policies. According to an order, the regulator had directed the company to take various measures to prevent unfair business practices as well as resolve anti-competitive issues within a stipulated time frame.

The recent Play Store policy ruling marked the second major CCI injunction against Google in less than a week. On October 20, the watchdog also imposed a fine of Rs 1,337.76 crore on the company for abusing its dominant position in multiple markets related to Android mobile devices and ordered the internet major to stop and stop various unfair business practices.

Google has said it is committed to its users and developers and is reviewing the CCI’s decision to evaluate next steps.
