Half of country below average in foundational literacy, Kerala, WB top performing: Government data

West Bengal is the best performing state among large states in terms of basic literacy and numeracy, while Kerala has topped among smaller states, according to a report on basic literacy and numeracy released by the Economic Advisory Council to the Prime Minister on Thursday. It shows. Lakshadweep (52.69) and Mizoram (51.64) are the top scoring regions in the Union Territory and Northeast States category respectively.

The report, which assesses basic literacy and numeracy among children below the age of 10, showed that Bihar ranks worst among larger states and Jharkhand among smaller states. Ladakh is at the bottom of the list of Union Territories, while Arunachal Pradesh has come last in the North East category. There are four categories into which the regions are divided – Large States, Small States, Union Territories and North East.

Even though Kerala was the best performer among the smaller state, it can learn from low-scoring states such as Andhra Pradesh (38.50), which outperformed Kerala (36.55) in terms of access to education. “Some states can serve as role models for others in some aspects, but they also need to learn from other states while addressing their own challenges,” the government report said.

It further said, “States have performed particularly poorly in the governance column as more than half of the states score below the national average, i.e. 28.05, the lowest among all pillars.” These column-wise analyzes help in estimating the states. The report states that the status of budgetary measures and the steps needed to improve the status of education and identify the existing gaps that hinder their development.

The report also pointed out that the performance of large states such as Rajasthan (25.67), Gujarat (22.28), and Bihar (18.23) is far below average. Whereas North-Eastern states have scored the highest marks due to their better performance.

The report shows that half of the states in the country have performed poorly in the ‘Governance Pillar’ as their scores are below the national average of 28.05. The states were ranked in five pillars.

On her state’s best ranking, CM Mamata Banerjee said, “We have secured top rank among big states on ‘Foundational Literacy and Numeracy Index’. I congratulate all the teachers, parents and members of our education department for this outstanding achievement. I’ll give it!”

The report prepared by the Competitiveness Institute highlights the importance of the early education years in the holistic development of a child. This further highlights the role of well-planned early interventions, such as the National Policy on Education (2020) and Nipun Bharat Guidelines, in achieving better learning outcomes in the long run.

Access to quality early childhood education is a fundamental right of all children. The report states that the early years of a child’s life need to be understood against the backdrop of socio-economic, psychological and technological barriers that affect the child’s potential in many ways.
