HC asks UP govt to fill up senior level teaching posts in all medical colleges

Allahabad High Court on Monday asked the Uttar Pradesh government to ensure Vacancies for Senior Teaching Posts State medical colleges are filling up fast. A bench of Justice Alok Mathur passed the order on a plea by Dr Yasmin Usmani, a woman professor of Saharanpur Medical College who was assigned the task of teaching students for four days at Meerut Medical College and two days at Saharanpur College.

The bench also stipulated that its order be sent to the Principal Secretary, Medical Education, State Government. Dr Usmani, Professor in the Department of Radio-diagnosis, in his petition had stated that he is presently posted at Sheikh-ul-Hind Maulana Mahmood Hasan Medical College, Saharanpur. But, the state government had directed them to perform their duties for four days a week at Meerut Medical College and for the remaining two days at Saharanpur College with effect from August 24, 2021.

It had moved the High Court challenging the government’s August 2021 order. He had told the court that the government’s order to perform his duties in two colleges 150 km apart had put him in a dire situation.

He told the court that a dire situation has arisen due to vacancies in the posts of specialists in the Department of Radio-diagnosis. She said that being a woman, it is difficult for her to travel 150 km twice a week and accordingly requested for permission to work at her present place of residence in Meerut. The counsel for the state government also supported his plea.

Disposing of the petition, the court asked the petitioner to make a fresh representation before the principal secretary of medical education within two weeks. It also asked the government to consider his plea on merits within four weeks and convey its decision to the court.

Passing the above directions on December 20, the court took seriously the vacant posts in the medical colleges of the state. This Court has an opportunity to take notice of the present situation, where there is acute shortage of senior staff including the posts of Professor in the Department of Radio-diagnosis, at such a senior level in the two Medical Colleges, due to which the above order has been passed. The court also observed that the said position exists at least since 2018 and for the last two years not much effort has been made for fresh appointment to the post of Professor in the Department of Radio-diagnosis.
