Hotel staff were to be given scientific training in personal hygiene, food handling and maintaining cleanliness in the places where food was prepared.

The plan also focused on improving the condition of the kitchen, store room, washroom and overall environment. As per the plan, hotels which go for up-gradation as per the conditions mandated by the Municipal Corporation, were to be given fixed ratings and these ratings would be revised on a timely monitoring basis.
Dress code for hotel staff was also to be introduced based on the area where they are employed. It was also decided to start a mobile lab for the analysis of food samples and drinking water. For smooth implementation of the scheme a special software was to be designed and integrated with Smart Trivandrum Mobile App.

The present Council has not yet taken up the plan and has not taken measures to revive the project. Fund requirements were to be met from plan funds or sponsorship, though no steps were taken to realize the project.
The corporation has been issuing improvement notices and show cause notices to hotels for the last two days. The eateries need to respond within three days and many hotels from where the stale food items were seized are functioning as usual. Health officials said they are currently only focusing on improvement notices and no hotel closure notices have been served yet. With hotels in the city repeatedly failing to maintain hygiene standards, the corporation had earlier prepared a proposal wherein the responsibility of serving fresh food in hygienic conditions would be entrusted to the hoteliers themselves. The idea was to classify hotels into different categories within the city limits.
As per the plan, the health team will inspect the classified hotels from time to time. At the end of each year the Corporation will award the best hotel from each category. Even new hotels will be included in different categories on the basis of evaluation.
