New Delhi: Hindi as a compulsory medium of instruction in educational institutions ranging from Kendriya Vidyalayas to IITs and Central Universities, replacing English as compulsory paper in government recruitment examinations, and making Hindi as an official language in the United Nations – these are some of the recommendations. The Committee of Parliament on Official Language came into existence as a result of the provisions made in the Official Languages ​​Act, 1963. It was established in 1976 under Section 4 of the Act and consists of 30 MPs, 20 from Lok Sabha and 10 MPs. Rajya Sabha. It is responsible for reviewing the progress made in the use of Hindi for the official purpose of the Union.

The report on the use of Hindi in educational institutions says, “The medium of instruction and other activities in all technical and non-technical institutions of the country should be Hindi and the use of English should be made optional.”

Indian Institute of Technology, Indian Institute of Management and All India Institute of Medical Sciences are some examples of technical institutions, while Kendriya Vidyalayas, Navodaya Vidyalayas and Central Universities come under the category of non-technical institutions.

English as a medium of instruction should be kept only where it is absolutely necessary, and should be gradually replaced by Hindi, the report said.

While discussing recruitment exams for government jobs, the report states that compulsory English language question papers give the impression that English is more important, and therefore, they should be replaced with Hindi-medium papers.

“Working in Hindi is mandatory in Indian government institutions. In such a situation, it is very important to have knowledge of Hindi at the time of selection of employees. Therefore, the committee recommends that the knowledge of Hindi be ensured for the selection of the employees.”

And because of “the popularity of Hindi due to globalization and liberalisation”, it should become the official language of the United Nations, the report says.

The report states that the proceedings of the High Courts located in Region A should be in Hindi, and the English translation should be provided only if there is a constitutional requirement.

The committee has also recommended that more than 50 per cent of the budget for government advertisements should continue to be allocated for Hindi advertisements.

“The advertisements should be published in Hindi and regional languages ​​as far as possible. To keep the cost the same, Hindi advertisements should be given in larger size and on the main page, whereas English advertisements should be given in smaller size and on the last or middle pages,” says the report.

The committee has also suggested that if government posts requiring Hindi language expertise are lying vacant for more than three years, the head of the organization concerned should be held responsible, and an entry to this effect should be made in their annual performance appraisal. needed.

Other recommendations in the report

• Correspondence by Central Government Offices, Ministries or Departments such as letters, faxes and emails should be in Hindi.

• Simple and easy Hindi should be used in official work.

• Invitation letters, speeches and moderation for any event organized by the Central Government should all be in Hindi.

• Addresses on the envelopes of letters sent to Regions A and B should be written in Hindi. Region B includes the states of Gujarat, Maharashtra and Punjab and the union territories of Chandigarh, Daman and Diu and Dadra and Nagar Haveli.

• More work should be done in Hindi on the computers used in central government offices.

• The incentive amount given to the officers/employees of the Central Government working in Hindi should be increased.

• Provision should be made in the government rules so that the participants already know Hindi. The Secretary, Department of Official Language should establish necessary liaison with various recruitment agencies through the Department of Personnel and Training to ensure this.

• Reports of Hindi work should be sought from time to time from embassies and organizations located abroad and it should be ensured that their work is monitored.

• Engineering degree holders who have adequate knowledge of Hindi, or who are capable of performing Hindi translation work of the required level, should be posted in the Central Translation Bureau.

• The distinction between official and colloquial Hindi should be reduced. Popular words and other loanwords from other languages ​​can be created without translation. Translations should be made simple and understandable.

• Promotion of Hindi should not be a matter of Central Government only. All state governments should also include it in their constitutional obligations. The committee should be empowered to review the implementation of official language policies in the state government offices with the concurrence of the state. The first phase should begin with the states located in region A.
