‘House worked below capacity’: As Parliament session ends, Venkaiah Naidu asks MPs to introspect

In the backdrop of continued disruption of the Winter Session of Parliament and sine die-off of both the Houses on Wednesday, Vice President and Rajya Sabha Chairman Venkaiah Naidu said the House worked “below its capacity”.

“You all need to think how we could have made it better. Whatever happened was wrong,” Naidu said. Both houses of Parliament were adjourned sine die on Wednesday.

“I urge you to introspect and think how this session could have been different and better,” he said in the Upper House.

The winter session of Parliament was ruined by several episodes of uproar, which led to a series of adjournment motions. The session started on 29 November.

On Tuesday, Trinamool Congress MP Derek O’Brien was suspended from the Rajya Sabha for the remainder of the winter session for “disturbed behavior” in the House. The MP has been accused of throwing the Rajya Sabha rule book on the chair. Sasmit Patra, who was in the chair, said the TMC MP had raised a point and the deputy chairman duly replied to it.

After a while, O’Brien tossed the rule book in the direction of the chairman, Patra observed. “The rule book would collide with the chair, or the secretary general, or the officers sitting at the table,” he said.

Earlier this year, 12 Rajya Sabha MPs were suspended for the first day of the 2021 winter session for “absolute abuse of the rules of the house” and “violent behavior” during the last monsoon session of Parliament. This led to frequent protests led by opposition MPs throughout the winter session.

The Houses of Parliament can often witness tumultuous scenes and matters go out of hand as members lock horns on controversial issues. It is the duty of the Speaker of the Lok Sabha and the Speaker of the Rajya Sabha to ensure order and they are vested with certain powers to ensure that decorum is maintained during the proceedings, suspension of the members being one of them.
