No Objection Certificate (NOC) from a Regional Transport Office (RTO) is an official document issued by the local RTO authorizing the vehicle to be re-registered with another RTO in a different state.
How to get NOC from RTO: A Step-by-Step Guide
According to the Motor Vehicle Act, if a car owner wants to transfer or sell his vehicle to a person residing in another state, he must first obtain an NOC. This NOC is issued from the local RTO where your car is registered.

NOC ensures that the registration of the vehicle is free from the jurisdiction in which it was initially registered and can be registered at any RTO in the country. The NOC also proves that all debts including taxes, invoices and other responsibilities have been paid.
Many vehicle owners overlook obtaining a No Objection Certificate (NOC) from the RTO while shifting from one state to another. Of course, you won’t need this paperwork if you don’t expect to live in the new location for long, but if you do, you’ll need to transfer your vehicle registration from state to state. In general, if you want to drive your vehicle in a new state or union territory for less than three months, you do not need to transfer the vehicle’s registration to the new RTO.
How to get NOC from RTO?

The vehicle owner should follow the given steps to get NOC from RTO:
- To apply for NOC, the vehicle owner has to personally approach the local RTO.
- Personalize your NOC application by visiting your local RTO and submitting it.
- Then, submit the properly filled CMV 38 form, along with the required documents.
- As a fee for NOC application, you have to pay Rs 100 to the RTO.
- The Transport Office after receiving the NOC application will request the vehicle report from the local police authority to confirm that the vehicle is not implicated in any criminal case.
- If the RTO determines that there are no dues or DSL matters attached to the vehicle, a NOC is issued along with the receipt of the clearance.
Please note that it may take up to three working days for the RTO to provide the NOC after receiving the required documents.

Following is the list of documents required to obtain No Objection Certificate (NOC) from RTO:
- Original Registration Certificate (RC) of the vehicle.
- A copy of the insurance policy.
- A copy of the required permit and fitness certificate is required for commercial vehicles.
- A PUC certificate certifying that the pollutant levels have been reduced.
- If the vehicle in question is secured by a hypothecation or lease arrangement, the financier must sign the CMV 28 form.
- A pencil print of the vehicle’s chassis number should be taken on the CMV 28 form.
- It is necessary to provide photo identity and residence proof.

No Objection Certificate is valid for a maximum period of 6 (six) months. Within six months of receiving the certificate, the car should be re-registered in the new jurisdiction RTO. The document will become invalid if not re-registered within that suggested period. The buyer, too, has to obtain an NOC from the RTO in his jurisdiction and register the vehicle under it before the expiry of six months.
An NOC from the RTO is also required while transferring the vehicle registration from one RTO to another and when a new owner needs to register the vehicle at an RTO near his home. Interstate car transfer is, in fact, a bit more complicated. As a result, getting NOC from the RTO before selling a car to a person who is planning to transfer ownership to another state pays off.
