IITs unable to generate sufficient internal receipts, depend on government for grants: CAG report

Indian Institutes of Technology (IITs) were unable to generate adequate internal receipts and were dependent on the government for grants, according to a CAG report pointing out deficiencies in financial management done by reputed institutions. The report is on “Performance Audit of Establishment of New Indian Institutes of Technology (IITs) for the period 2014-19”.

“The audit found that there were lapses in the financial management done by the IITs. Capital outlay had to be revised as infrastructure development construction was delayed. IITs were unable to generate sufficient internal receipts and thus depended on the government for grants. With regard to academic programs and research, it was observed that two IITs (Bhubaneswar and Jodhpur) could not start the targeted number of courses. None of the eight IITs could achieve the prescribed cumulative intake of students at the end of the sixth year, the report said, adding that all eight IITs — IIT Bhubaneswar, IIT Gandhinagar, IIT Gandhinagar — had shortfalls in enrollment in PG programs. Hyderabad, IIT Indore, IIT Jodhpur, IIT Mandi, IIT Patna and IIT Ropar.

“Five IITs did not fix admissions for PhD courses, while the rest lacked admission to these courses. There were vacancies in faculty positions in IITs which would adversely affect the ability of IITs to provide quality education. Moreover, the representation of reserved categories of students enrolling in most of the IITs was very low.”

It was also observed that all IITs received very low level of funding for sponsored research projects from non-government sources. Thus, they remained dependent on the government for funding their research activities. There was also a wide gap between the patents filed and obtained by all the eight IITs and no patents were obtained during the period of five years, indicating that the research activities could not bring useful results,” it said.

The audit panel found that the governing and oversight bodies present in the IITs did not provide effective management and management of resources. “There was a reduction in the number of meetings held by the Board of Governors, Senate, Finance Committee and BWC in all IITs during the five-year period 2014-19. In addition, specific instances of lapses due to inadequate functioning of the governing bodies in the four IITs were also observed,” the report said.
