India probes China, Vietnam over ‘dumping’ of vinyl tiles

India has launched an anti-dumping investigation against imports of a certain type of tiles used for floor coverings in residential and commercial buildings from China, Taiwan and Vietnam following complaints from domestic players.

The Directorate General of Trade Remedies (DGTR), the investigative arm of the commerce ministry, is probing the alleged dumping of “vinyl tiles other than in roll or sheet form”.

According to a DGTR notification, Welspun India Limited, Welspun Flooring Limited and Welspun Global Brands Limited had filed a petition for imposition of anti-dumping duty on imports from China, Taiwan and Vietnam.

It said, the applicants had alleged that the dumping of the product was affecting the domestic industry which had started commercial production in September 2019.

“On the basis of a written application duly certified by or on behalf of the domestic industry, and after satisfying itself on the basis of prima facie evidence produced by the industry regarding dumping … the Authority hereby initiates an inquiry, said the directorate.

If it is established that the dumping has caused material injury to the domestic players, the DGTR will recommend anti-dumping duty on these imports.

Countries launch anti-dumping investigations to determine whether their domestic industries have suffered because of an increase in cheap imports.

As a countermeasure, they enforce these duties under the multilateral regime of the World Trade Organization (WTO).
