Delhi’s counter-terrorism unit chief Pramod Kushwaha said the police had recovered an IED containing RDX, grenades, Beretta pistols and ammunition, which were kept for attacks on large gatherings during the upcoming festivals. So far one kg of RDX has been received.
David Ibrahim’s brother Anees was directly coordinating the execution of the conspiracy and handling the recruitment, finance, transportation and other logistics aspects through his underworld channels.
Two of those arrested – Mohammad Osama of Delhi and Zeeshan of Prayagraj – were trained by the ISI and the Pak Army at Gionee in the Gwadar port area. Ibrahim’s henchmen first took him to Muscat and then took him to Pakistan by sea route. During this they came under the target of agencies.

Raids continue with the arrest of zeeshan waist from Prayagraj and Mohammad Amir Javed from Lucknow. Mohammad Abu Bakr (23), a resident of Bahraich, has been arrested from Sarai Kale Khan in Delhi. DCP Kushwaha said, “The underworld operative, Sameer, was a close liaison of Anees Ibrahim, who was tasked with ensuring smooth delivery of IEDs, sophisticated weapons and grenades to various entities in India by a Pak-based man linked to underworld operatives hiding in Pakistan. The task was assigned.” .
He said Osama and Zeeshan, who are Pakistan-trained terrorist operatives working under the instructions of the ISI, were given the responsibility of conducting reconnaissance and planting IEDs at suitable locations in Delhi and UP.
“The Special Cell of Delhi Police had received a credible input from a central agency that a Pak-inspired and sponsored group of entities was planning to carry out serial IED blasts in India. For this, the group collected several IEDs from various sources. The border and preparations were in an advanced stage,” DCP Kushwaha said in a statement.
Police said their inputs indicated that an Okhla-based unit was a significant part of this module, whose associates were located in different parts of the country, including Uttar Pradesh and Maharashtra. “A multi-pronged operation was launched to unearth the entire conspiracy and several teams were stationed simultaneously in Mumbai, Lucknow, Prayagraj, Rae Bareli and Pratapgarh in UP.

Subsequently, underworld operative Jaan Mohammad Sheikh is tasked by Pakistan-based Anees Ibrahim to receive him in Delhi and hand him over to other terrorist operatives in Delhi, Mumbai and other parts of the country. “Later, the delivery of identical consignments of IEDs was to be done through the same channel,” the DCP said.
The suspects are being questioned about the identities and locations of other consignees and other members of their syndicate. After registering an FIR in the Special Cell, the accused have been produced in the court and taken on remand.
