Special judge had issued summons in February
Special Judge Gitanjali Goel had on February 27 issued summons to all the accused, including Prasad’s daughter Misa Bharti, and directed them to appear before the court on March 15.
“A perusal of the charge sheet and the documents and material on record prima facie reveal offenses under sections 120B (criminal conspiracy), 420 (cheating), 467 (forgery of valuable security, will, etc.), 468 ( forgery for the purpose of cheating) and IPC section 471 (using as genuine a forged document) and various sections of the Prevention of Corruption Act. Accordingly, cognizance of the said offenses is taken,” the judge had said.
The judge had noted that the charge sheet was filed without arrest in respect of the accused persons, except one who is currently out on bail.
CBI arrested Lalu’s OSD
In July 2022, the CBI arrested Bhola Yadav, who used to be the Officer on Special Duty (OSD) to Lalu Prasad when he was Railway Minister, in this case.
The charge sheet was filed on October 10 last year against 16 accused for offenses of criminal conspiracy and corruption.

The final report also names former General Manager of Central Railway Soumya Raghavan, former CPO Railways Kamal Deep Mainrai, seven candidates appointed as substitutes and four private individuals.

It was alleged in the FIR that some persons, being residents of Patna in Bihar, were appointed as substitutes in Group-D posts in various zones of the Railways located at Mumbai, Jabalpur, Kolkata, Jaipur and Hajipur during the period 2004-2009. and in lieu thereof, the individuals themselves or their family members transferred their land in the name of Prasad’s family members and a company, AK Infosystems Pvt Ltd, which was subsequently incorporated by Prasad’s family members. The CBI alleged that as per the current circle rate, the cost of the land is around Rs 4.39 crore.
The CBI said the land was directly purchased by Prasad’s family members from vendors at a rate lower than the prevailing circle rate, adding that the prevailing market value of the land was much higher than the circle rate.
