Less productivity from the monsoon season

New Delhi The recently concluded monsoon session of Parliament was the least productive in the past eight years, with the Lok Sabha sitting only 47% of its scheduled hours and the Rajya Sabha only 42%, data compiled by PRS Legislative Research showed. This was only the sixth time since 2014 that no house could record even half of its scheduled sitting time.

The monsoon session was the sixth least productive for the Lok Sabha and the seventh least productive for the Rajya Sabha since 2014. This was the second worst performance ever in the 17th Lok Sabha since the 2021 monsoon session.

Both the houses were adjourned sine die on Monday, four days ahead of schedule. Several protests by opposition parties against inflation, ED’s action against the Nehru-Gandhi family and suspension of opposition MPs robbed critical working hours.

In terms of the legislation passed, Parliament made a weak showing. According to PRS Legislative Research, the government had planned to introduce 24 bills and pass 32 bills, but six bills could be introduced and five were passed.

The third lowest number of bills (five) were passed in the last eight years in the monsoon session. This was significantly less than the second budget session of 2019, when a record 30 bills were passed.

During the analysis period, the monsoon session of 2015 was the least productive in terms of passage of bills when only three bills could be passed.

The monsoon and winter sessions of Parliament have been less productive in recent years than the budget sessions, as revealed by a comparison of productivity data across all sessions of Parliament.

The analysis is based on data compiled by PRS Legislative Research.

The Budget session earlier this year was the third most productive session in the last eight years, when it saw a productivity of 123% in terms of sitting hours.

The monsoon season of 2020 reported the highest productivity of 145% since 2014.
