Ludhiana: Jagraon city police on Saturday registered a case against four persons, including a DSP and retired ASI, for culpable homicide not amounting to murder following the death on Friday of a woman who was allegedly tortured by the police. . The accused have been identified as Gurinder Singh Bal, the then SHO of Jagraon police station (currently posted as DSP Bhawanigarh), ASI Rajveer Singh (retired), then sarpanch of Kothe Sherjung Harjit Singh and then panchayat member Dhyan Singh.
In the police complaint, 48-year-old Iqbal Singh of Rasulpur said that on July 14, 2005, the police party led by the then SHO Gurinder Singh Bal had picked up his mother Surinder Kaur and sister Kulwant Kaur from home in the night. The police station where he beat her in a state of intoxication and gave an electric shock to her sister.
Police sources said the two were picked up for questioning as Surinder’s son Iqbal Singh did not come to the police station in connection with a murder case.
The complainant said that due to that harassment his sister was lying on the bed for the last several years and she died on Friday afternoon. He claimed that his sister and mother were brought home from illegal custody by the gram panchayat on 15 July 2005, following which a complaint was filed in the matter.
Iqbal said that on 21 July 2005, prominent villagers produced him before the SHO, who kept him in illegal custody that day, thrashed him and showed his arrest in connection with the murder of a woman through the sarpanch of Kothe Sherjung, who was found hanging. 2004. He said that he was later sent to jail.
The complainant said that a court had acquitted him in the case on March 28, 2014. She said that in this case, she had got the record through RTI while in jail and after coming out of jail.
Iqbal claimed in his complaint that orders were given to register the case on the basis of complaints lodged by him in the fake records created by the accused, but so far this has not happened. She alleged that since she and her sister belonged to the SC community, the then SHO, who belonged to the upper caste, conspired with the other accused to falsely implicate them in the case so as to perpetuate the torture of their sister on 14 July 2005 . Meanwhile, Jagraon city police have booked the accused under sections 304 (culpable homicide not amounting to murder), 342 (wrongful confinement), 34 (acts done by several persons in furtherance of common intention) of the IPC and sections of SC and ST. Case has been registered on Prevention of Atrocities) Act.
SSP (Ludhiana Rural) Raj Bachan Singh said that they are probing the matter. He said that he conducted the post-mortem of the deceased through the board of doctors on Saturday and mainly the investigation will be done on the basis of the post-mortem report.
