Police was looking for Shankar Orissa, Andhra Pradesh and Telangana for their alleged involvement in several heinous cases, including the murder of several security personnel and conspiracy to wage war against India.
He was booked in two cases in Koraput and 18 in Malkangiri district. At least 32 cases are registered against him in Visakhapatnam district and 24 in Telangana.
Director General of Police Abhay said, “Shankar’s arrest is a big achievement for Odisha Police as it is the first time in 20 years that such a high-ranking Maoist leader has been arrested in our state.”
Police said Shankar was allegedly involved in the killing of 10 CISF personnel in Damanjodi on April 12, 2009. He was also involved in the Janiguda ambush in Chitrakonda area of Malkangiri on February 10, 2012, in which four BSF personnel were killed. Shankar was wanted for his role in the Govindpalli landmine blast in Koraput on April 4, 2010, in which 11 police personnel were killed.
Police said Shankar, who was a Special Regional Committee member (SZCM), had joined the Maoist movement in 1987. He was a party member of Indrapuriyal Kshetra Samiti in Andhra Pradesh. He was promoted to the rank of SZCM in 2003 and joined Andhra Odisha Border Special Zonal Committee (AOBSZC) in 2004. In 2010, he joined state military commission (SMC).
In another development, a Maoist surrendered before Deputy Inspector General (South Western Range) Rajesh Pandit in Koraput district on Tuesday. The surrendered Maoist has been identified as Area Committee Member (ACM) Sonal Madvi.
Madvi was arrested by the Andhra Pradesh Police in 2018. After his release from jail in May 2019, he again joined the Maoists. Police said that his wife is also associated with the CPI (Maoist).
