MoRTH is planning to make flex engines mandatory in India from 2023.

Gadkari also said that MoRTH will file an affidavit in the Supreme Court seeking relaxation in emission norms as vehicles with high amount of ethanol blending with petrol will not be able to comply with the existing BS6 norms. Mixing ethanol with petrol is a practice practiced in Brazil and parts of the US. For India, which imports over 85 per cent of its crude oil requirement, this is an effective way to reduce the import bill. The purchase of ethanol for blending by oil companies has increased from just 38 crore liters in FY14 to an estimated 173 crore liters in FY20, a growth of 85 per cent. The blending rate has increased from 1.53 percent to more than 5 percent. Ethanol production capacity in the country has crossed 400 crore liters.

Recently, the government has also extended the deadline to achieve 20 percent blending from 2030 to 2025 and the target of achieving 10 percent blending is likely to be met by April 2022. And therefore, the phased rollout of the E20 fuel will begin in April 2023. As MoRTH has been planning for mandatory flex locomotives since then. Since then all new vehicles will be required to comply and standards have already been set for E12 and E15 fuels.
