Rule of Error: Bengal Governor summons assembly session at 2 am on March 7 after typo in cabinet resolution

Governor Jagdeep Dhankhar on Thursday called the West Bengal Assembly for a session at the extremely unusual time of 2 am on March 7, acting on a typographical mistake in the resolution note of the state cabinet. A new controversy has arisen regarding this notification. The governor, however, said that he has stamped the decision approved by the state cabinet.

The program of the assembly session reached Raj Bhavan at 2 pm. Describing the matter as “unprecedented”, the Governor summoned the Chief Secretary. The state advocate general was called on Friday as he could not be present earlier.

The governor also tweeted a written resolution approved by the state cabinet. However, almost everywhere, there is a notification regarding the commencement of the assembly session at 2 pm. The Governor’s speech at 2 pm is also mentioned in the beginning of the budget session. Only at the end, once, the time is mentioned as 2 o’clock.

On the basis of the proposal, in the statement issued by the Governor, he has called a session at 2 o’clock. At the same time, Dhankhari Said this incident is unprecedented.

After seeing the Governor’s tweet, Chief Minister Mamata Banerjee called him. CM also said that it is a typing error. He has called a cabinet meeting on February 28 to rectify the mistake and send a new proposal.

The Governor said that he had convened the assembly session on March 7 from 2 am on March 7, agreeing to the decision of the state cabinet in accordance with Article 174 (1) of the Constitution. “Convening the assembly after midnight and at 2 am is unusual, and it will create new history, but that is the decision of the cabinet.”

So far no response has come from the state government. However, Speaker Biman Banerjee also said that the confusion was due to a typing mistake. “If there was confusion, the governor could have cleared the matter from any member of the cabinet. But he prefers to tweet without speaking. Anyway, after that we are cautious now.”

Trinamool Congress spokesperson Kunal Ghosh also said that the confusion was due to an unintentional mistake while typing.

“The issue is with the government and the governor. Speakers of the Assembly and Parliamentary Ministers can speak on this. It is unusual for the assembly to sit at two in the morning. There may be typing mistakes. The governor could have avoided it,” he said.

Kunal Ghosh later also clarified that CM Mamata Banerjee herself had called the governor and clarified the typing error. However, since that was not taken care of, a fresh proposal will be sent by the state cabinet, recommending the right time, he said.
