Teachers’ Forum demanded from DU to implement reservation in the posts of principals

No reservation has been made for the posts of Professor and Principal. Dr. Kailash Prakash Singh Yadav, President of Delhi University SC/ST/OBC Teachers’ Forum has said that the post-base roster has also not been implemented as per the instructions of UGC and DoPT. The Committee has expressed deep concern on this.

He said that the report of the Parliamentary Committee is gathering dust and expressed disappointment over the university not taking any action on it. He has demanded a probe by the higher officials of the parliamentary committee. Yadav said that advertisements are being issued for major posts in DU and appointments are being made but there is no reservation for SC/ST and OBC candidates.

Yadav has written a letter to the National Commission for Scheduled Castes / Tribes, National Commission for Backward Classes, Parliamentary Committee for SC / ST Welfare, reminding that the Parliamentary Committee has been in Delhi University for seven years.

Earlier, the Education Ministry along with a team of SC/ST Commission, UGC and DoPT officials had gone to Delhi University on 9 July 2015 to review the reservation, implement and give reservation to the posts of Professor. Assurance to implement reservation on the posts of Principal

Dr. Yadav said that later reservation was given on the posts of professors but till date no reservation has been given on the principal posts. He said that by clubbing the posts of the headmaster, making a roster register and applying reservation on these posts, under the special recruitment drive, they should be filled by giving advertisements to the candidates belonging to the Scheduled Castes / Scheduled Tribes, Other Backward Classes.

Expressing that for the last seven years till date the report of the Parliamentary Committee has not been implemented by the University of Delhi nor has the University Administration prepared the roster of the posts of Principal till date.

The committee tabled a report in the Lok Sabha on December 18, 2015, asking that a roster register be prepared by aggregating key posts of colleges of Delhi University. In this way, SC-12, ST-06 and OBC-22 posts are created when reservation is implemented on key posts in Delhi University, but DU has not even prepared the roster register of major posts till date. The issue has been raised several times in the Academic Council by the members of the Academic Council of the University but the University Administration is completely silent on this.

He has also demanded that the colleges whose acting principals have been more than five years should be removed immediately and principals should be appointed as per the roster. Yadav has urged Delhi Chief Minister Arvind Kejriwal to appoint SC/ST/OBC quota candidates to key posts while implementing reservation in 28 government-funded colleges of his Delhi government. He has told that permanent appointment is to be made on the posts of more than 20 principals in government colleges of Delhi, substitute principals are engaged on these posts.

He has told that apart from Aurobindo College, Rajdhani College, Shivaji, Motilal Nehru College, Bhagat Singh College and Satyavati College, posts of principals are reserved in many colleges. They say that they should replace the headmasters above five years and appoint reserved category candidates and send a message that the Delhi government is in favor of social justice.
