TRAI seeks views on merging bank guarantees, reduction in telecom license entry fee – Times of India

New Delhi: Telecom regulator TRAI on Tuesday issued a consultation paper on reducing Entry Fee for Telecom License and clubbing of financial and performance Bank guarantee,
Currently, a separate entry fee is charged for unified telecom licenses and licenses for virtual network operators.
The Department of Telecommunications (DoT) has sought recommendations in this regard Telecom Regulatory Authority of India (TRAI) on reducing the entry fee and making it uniform for all types of permits.
DoT, in its letter dated March 3, asked TRAI to give its recommendation on the merger of financial bank guarantee and performance bank guarantee and prescribing a bank guarantee for each permit.
The Notice Inviting Applications (NIA) for auction of spectrum 2022 does not stipulate any bank guarantee to secure installment payments.
Among various aspects on the subject, TRAI has sought views on the rationale for continuing the practice of bank guarantees in various licences, the practice to be followed to secure government dues and performance of service providers, merger of two bank guarantees. Justification etc. ,
As part of the telecom reforms announced in September 2021, DoT has already reduced the bank guarantees for all licences by up to 80 per cent.
The regulator has fixed August 23 for comments on the paper and September 6 for counter comments.
