UGC asks universities to share resources, provide access to libraries, labs to other higher education institutions

Government of India and UGC are supporting Central Universities and other higher educational institutions to set up better infrastructural facilities and resources.

The University Grants Commission (UGC) has issued a letter urging Higher Education Institutions (HEIs) to make better use of the resources available to them. He has also shared a set of guidelines which these institutions can keep in mind for proper implementation.

He has requested the host higher education institutions to share their infrastructure with other higher education institutions by charging a nominal fee. Not only will other HEIs be able to access needed resources, but this revenue can also help host institutions maintain their resources. Host HEIs can provide other institutions access to their resources, such as libraries, laboratories, equipment, etc., as and when it is available. Further, he has shared several guidelines and requested all the universities and colleges to take appropriate measures in implementation.

According to the letter shared by the UGC on Wednesday, the statutory body said that the government’s India And the Commission has been supporting Central Universities and other higher educational institutions to set up better infrastructural facilities and resources. This is done to ensure that there is a qualitative improvement in the research and development activities. Maintenance of such facilities requires continuous funds, which is why the UGC urged higher education institutions to adopt measures for better utilization.

As per their guidelines, UGC has mentioned that optimum utilization of existing resources will increase the production without any additional investment. This cooperation and collaboration between higher educational institutions can make these resources more accessible and equitable to all. He has shared the process and way of sharing these resources. These include the degree to which access to resources matters between the host and guest institution, guidelines regarding initiation of the resource sharing process, and facilities to be opened for sharing.

In addition, guidelines for layering or categorization of resources in terms of their skills and requirements, terms and conditions on the use of these resources, guidelines for remote models, cost analysis, collaboratively funded research and operation of these facilities.

Meanwhile, the University Grants Commission has also directed universities to set up statutory bodies to ease the process of pursuing dual degrees. This means that students will be able to pursue two academic programs simultaneously. This order also came in April last year. However, the students faced difficulties in implementing it. UGC has once again issued this order in the larger interest of the students.
