Responding to the observation, Advocate General R Shunmugasundaram said, “The Tamil Nadu government follows the two language policy and not the three language policy as it will put more burden on the students.” Furthermore, no one is stopped from learning Hindi in Tamil Nadu. “There are institutions like Hindi Prachar Sabha where one can learn Hindi,” he said.
To this a bench of Acting Chief Justice Munishwar Nath Bhandari and Justice PD Audikesvalu said, “Learning is different from teaching.”
The court then accepted the petition filed by Cuddalore-based Arjunan Elayaraja and directed the state to respond within four weeks.
According to the petitioner, merely learning the mother tongue of a person would not be helpful. The language tends to go hand in hand with other Indian languages, especially Hindi and Sanskrit.
