Based on the report of the High Level Inter-Ministerial Committee on NCRF, the Ministry of Education (MoE) on Wednesday launched a public consultation at the national level. The objective of the framework is to create an integrated credit accumulation and transfer for general and vocational education and from school to higher education.
as envisaged in National Education Policy 2020 In order to make education more holistic and effective, with emphasis on integration of general (academic) education, vocational education and experiential learning, it becomes imperative to establish and formalize a national debt accumulation and transfer system.
NCRF provides for credit of all learning and assignments, accumulation, storage, transfer and redemption of credits subject to assessment. According to the “Report of the High-Level Inter-Ministerial Committee on National Debt Accumulation and Transfer Framework” led by Nirmaljit Singh Kalsi, President of the National Council for Vocational Education and Training, a student can earn up to 40 credits while learning. Learning hours range from 800 to 1000 hours for pre-school up to class V, up to 1200 hours per year. For the purpose of assignment of credits and credit level, removing the difficult separation between different areas of learning, i.e. arts and sciences, vocational and academic streams, curricular and extra-curricular, the assignment of credits is independent of streams, subjects or any learning subject to assessment. .
Announcing the public consultation on NCRF, Union Education Minister Dharmendra Pradhan said: “So far the credit was elite. Now someone working in the fields who has studied till class VI will get credit for his experience, recognition and system of evaluation. After earning credits for four years, he/she will be able to appear for class X through NIOS after attaining the minimum qualifying qualification level. The candidate’s knowledge, experience and aptitude assessment will help him/her to appear in the examination after two years and then pursue polytechnic diploma or further degree.
“Student registration will be Aadhaar enabled and each candidate will get an academic bank account number where degrees and credits will continue to be credited. Digi Locker will turn into a knowledge locker,” the minister said.
“Credit will now be available in school education and skill education. NCRF is the foundation in which we will have three verticals synchronized – School Education Framework, Skill Education Framework and Higher Education Framework. It will provide better mobility to the students from one level to another and between institutions. It is an integrated system with diversity and flexibility,” said M Jagadesh Kumar, chairperson UGC.
The report states that, “Accordingly, learning will not be limited to instructional hours only, but will also include all other activities in educational institutions, which were earlier classified as curricular, co-curricular and extra-curricular.”
NCrF is jointly developed by University Grants Commission, All India Council for Technical Education, NCVET, National Institute of Open Schooling, CBSE, NCERT, MoE, Directorate General of Training and Ministry of Skill Development.
NCRF credits for school education range from level 4 to level 4, while for higher education to level 4.5. Level 8 (undergraduate level 4.5, 5.0, 5.5 and 6.0, postgraduate level 6.0, 6.5 and 7.0, and PhD level 8) and vocational education and training from level 1 to level 8.
The report states, “According to the ABC guidelines, the credit points have been awarded to enable horizontal and vertical mobility with different lateral entry options at multiple levels for admission or admission to school, higher, technical or vocational education programmes/courses.” can be redeemed.”
“The goal is that every student from schooling itself will have their credits stored in the ABC. Progression from one level to another is based on well-defined learning outcomes,” Kumar said, adding, “This credit system offers several advantages to the students. The credit can be used for multi entry multi exit at different levels. Credits can be accumulated over a period of time to qualify. Since all three systems are integrated on a common credit framework, students will have increased flexibility and mobility.”
