After MHA Notification, Delhi Poll Panel Appoints Returning-cum-Investigation Officers for Municipal Wards

Delhi State Election The commission on Wednesday appointed returning-cum-inquiry officers for 250 municipal wards here, readying the wheels for civic polls. The move by the SEC, Delhi comes soon after the home ministry issued the final gazette notification for rescheduling of municipal wards, paving the way for civic polls in the city.

According to a notification issued by the SEC on Wednesday, around 70 electoral registration officers have been appointed, each with a share of wards under them. These officers have also been appointed as Returning-cum-Scrutiny Officers for the respective wards.

For instance, the Sub-Divisional Magistrate, Narela has been appointed as the Returning-cum-Investigation Officer for five wards – Narela, Banker, Holambi Kalam, Alipore and Bakhtawarpur. Similarly, officers have been nominated for other wards.

The Home Ministry had on October 17 issued the final gazette notification for rescheduling of municipal wards in Delhi. The 800-page gazette notification by the MHA states that the number of municipal wards in Delhi will now be 250. Before the reunification of the three erstwhile municipal corporations, the city had 272 civic wards.

Official sources said the delimitation committee headed by SEC commissioner Vijay Dev on Monday submitted the final report on rescheduling of wards of the Municipal Corporation of Delhi (MCD) to the Centre. Sources earlier said that the final report was submitted by the panel to the home ministry on Monday evening after clearing all the objections and suggestions on the draft report on delimitation.

The committee had received over 1,700 suggestions and objections on the draft report on delimitation of wards in Delhi. “And, whereas, the suggestions/objections so received have been examined and appropriate amendments have been made in the draft delimitation order for Wards of Municipal Corporation of Delhi wherever necessary, practicable and on reasonable grounds.

“Now, therefore, the Central Government, after careful consideration of all aspects, determines the extent of each of the 250 wards included within the Municipal Corporation of Delhi and as annexed to this Order,” reads the notification.

The elections were earlier scheduled to be held in April, and are now projected to be held by the end of this year or early 2023. The BJP, which was ruling the three municipal corporations – NDMC, SDMC and EDMC – in Delhi. A decade before their reelection in May this year, the AAP and the Congress have started preparing for the elections.

The central government had fixed the total number of seats in the MCD at 250 from the current figure of 272. This was stated in the Delhi Gazette notification issued on September 10. The MCD has also fixed 42 in proportion to their number of seats reserved for the members of the Scheduled Castes.

The last three corporations in Delhi consisted of 272 wards. While the North and South Corporations had 104 wards, the Eastern Corporation had 64 wards under its jurisdiction.
