The Andhra Pradesh government requested the High Court to seek legal remedies without prejudice to the removal of the time limit or extension given by it to five years for developing trunk infrastructure in the capital city of Amaravati. He said that the process of development includes revival or resumption of contracts for various works related to Land Pooling Scheme (LPS) which are incomplete and consequently revival agreements have to be signed with existing contractors.

The value of the contracted works was fixed at around Rs 42,232 crore. Most of these actions were performed primarily in anticipation of loans from multilateral financial institutions (MFIs), but most of them did not materialise.

The revival of these contracts requires resumption of negotiations with MFIs and the work is also partially dependent on the release of grants by the central government. Both are time-consuming processes, although the discussion had begun.

The development of the capital city and the capital region would take years to complete due to the issues involved.
