Bengal, Delhi, Bihar, Telangana Skip Amit Shah’s Chintan Shivir as Opposition With Center in the East

Several opposition-ruled states, including West Bengal, Delhi, Bihar and Telangana, did not send their political representatives to attend the ‘Chintan Shivir’ presided over by Union Home Minister Amit Shah in Faridabad.

As per the official list, political representatives from Bihar, Himachal Pradesh, Mizoram, Telangana, West Bengal, Andaman and Nicobar, Dadra and Nagar Haveli, Delhi, Lakshadweep did not attend the event.

News18 The U.S. had earlier reported that states like Bihar, West Bengal and some southern states are unlikely to attend the meeting. Officials from different states had told News18 That the Chief Minister holding the Home portfolio is busy and his representatives are likely to be sent.

A report attributed to a senior official of the West Bengal government has claimed that the West Bengal Chief Minister will not be able to leave the state as there are several events scheduled for her this festive season.

“Bhai Phota (Bhai Dooj) will happen on Thursday and ‘Chhath Puja’ will happen soon. It will not be possible for the Chief Minister to leave the state. Our Home Secretary and DGP will not attend the Chintan Shivir for the same reason the Chief Minister did.

Shah addressed the first day of the two-day ‘Chintan Shivir’ at Surajkund in Haryana on Thursday. Many Chief Ministers, Home Ministers, Lieutenant Governors and Administrators of Union Territories are participating in the Chintan Shivir.

The camp will deliberate on issues like modernization of police forces, cyber crime management, increasing use of IT in criminal justice system, land border management, coastal security, women security, drug trafficking.

In his address, Shah said that taking inspiration from Prime Minister Narendra Modi, this ‘Chintan Shivir’ is being organized which will provide a common platform to the country to face challenges like cyber crime, drug proliferation and cross-border terrorism. He said that today the nature of crimes is changing and they are becoming borderless, so all the states will have to fight them by making a common strategy.

Incidents of violence decreased in left-wing extremist areas

The Union Home Minister said that the areas affected by Left Wing Extremism, Jammu and Kashmir and North East, which were once hot spots of violence and unrest, are now becoming hot spots of development. He said the security situation in the Northeast has improved significantly in the last eight years and since 2014 there has been a 74 per cent reduction in militancy incidents, 60 per cent casualties in security forces and about 90 per cent in civilian casualties. In addition, efforts have been made to establish lasting peace in the region by signing agreements with NLFT, Bodo, Bru, Karbi Anglong under which over 9,000 militants have surrendered. He said that with the restoration of peace in the Northeast, AFSPA has been withdrawn from more than 60 percent areas.
Highlighting the improvement in the situation in the LWE affected areas, Shah said incidents of violence in these areas have come down by 77 per cent and deaths in these incidents have come down by more than 85 per cent. Shah said that after the abrogation of Article 370 in Jammu and Kashmir on August 5, 2019, there has been a new beginning of peace and progress there. He said that in the 37 months after August 5, 2019, there has been a 34 per cent reduction in terrorist incidents and 54 per cent in deaths in security forces, as compared to 37 months before August 5, 2019.

NIA branches in all states by 2024

Shah said that the government under the leadership of the Prime Minister Narendra Modi Zero tolerance policy has been adopted against terrorism and the National Investigation Agency (NIA) and other agencies are being strengthened to achieve a decisive victory over it.

He said that before 2024, efforts are being made to set up an anti-terrorism network by setting up NIA branches in all the states. Shah said the legal framework is being strengthened to achieve a decisive victory in the fight against terrorism, under which provisions have been made to declare individual terrorists by amending the NIA and UAPA laws. He said that the NIA has been given additional territorial powers and along with this the agency has also been given the power to confiscate/acquired assets linked to terrorism.

Improvement in CrPC, IPC

The Home Minister said that the Ministry of Home Affairs is continuously working on reforms in CrPC, IPC and FCRA and their revised blueprint will be presented in Parliament soon. He said that the states should make maximum use of forensic science to increase the conviction rate and the central government has provided all possible help by setting up the NFSU. Shah said that cyber crime is a major threat facing the country and the world today and the Home Ministry is ready to fight it.
