Big step to keep Delhi open round the clock with Lt Governor’s green signal

Plans to boost Delhi’s nightlife have been in the works for years. With the start of the festive season and the lifting of restrictions related to COVID-19, establishments and services across the country are reopening in full force.

The Lieutenant Governor’s office has found it appropriate this time to announce that over 300 establishments in Delhi will soon be able to function 24/7. While the announcement has acted as a breath of fresh air for business owners, service providers and customers, it has also drawn a strong rebuke from the state labor department.

Delhi’s LG VK Saxena has approved a proposal for exemption under the Delhi Shops and Establishment Act, paving the way for round-the-clock functioning of 314 establishments in the national capital. More than 300 establishments include drug stores, transportation services, hotels and restaurants. Saxena has reportedly directed that the notification be issued within a week.

However, the serving time will not be affected by the application for 24/7 service. The relaxation of time given to hotels etc. will not be applicable on the sale of liquor.

However, Anil Bhargava, president of the New Delhi Traders Association, has a different concern. “Delhi Police is already too much of a burden. Do they have additional staff to handle the situation? If restaurants remain open 24×7, there will be a mixed crowd and we know how some people can behave. There may be disputes and other untoward incidents,” Bhargava told PTI.

On the other hand, National Restaurant Association of India treasurer Manpreet Singh told PTI, “With this coming, we can only hope that the business will grow. This bodes well for the industry which was hit by the Covid-19 pandemic. ,

Delivering welcome news for nightlife enthusiasts, the LG also slammed the Labor Department for the delay. According to an official, out of a total of 346 pending applications, the department had not processed 18 applications from 2016, 26 from 2017, 83 from 2018, 25 from 2019, four from 2020, and 74 from 2021. While these applications remained in limbo. without any reason”, two applications were processed and sent for approval. India.com quoted officials as saying that the reason for this discretion on the part of the department is unclear.

LG has asked the labor department to ensure that there is no further delay; It has also directed to develop a mechanism for transparent and effective monitoring of applications.

Saxena also highlighted that several comments and persuasion were required from the LG Secretariat for the said department to set up a digital mechanism for receipt of applications. The LG flagged this as the labor department’s reluctance to adopt basic technological interventions, which extended the regulatory framework for ‘ease of doing business’.
