The Government of West Bengal submitted a report before the Calcutta High Court on 19 September which stated that BJP’s march to the state secretariat Nabanna last week Held without permission and the participants turned violent, causing damage to public properties and injuries to policemen.

In the report, Home Secretary BP Gopalika said that on September 13, permission for two assemblies in Howrah district – one at Santragachi bus stand and the other at Howrah Maidan – was denied by the police in view of overcrowding, traffic and security.

He said Kolkata Police officials also refused permission to take out a ‘Nabanna Abhiyan’ (March to Nabanna) procession from the city on that day.

A petition dated September 13 before a division bench of Chief Justice Prakash Srivastava and Justice R Bhardwaj alleged that BJP supporters were forcibly prevented from attending the rally.

The state report said that prohibitory orders on gatherings under Section 144 of CrPC were already in force in the area.

The report claimed that the leaders and activists of the opposition party did not heed any law and “acted in a violent manner”.

It said that as a result of such violent acts, public properties were damaged in Howrah and Kolkata and some police personnel suffered serious injuries, besides a police vehicle was torched in central Kolkata.

The report said that 17 people have been arrested in connection with the arson and assault of an Assistant Commissioner of Police in Kolkata. The ACP sustained serious injuries in the attack.

Petitioner Sukanta Ghosh, in an affidavit submitted before the court, said that despite the High Court’s order on September 13 to the state authorities to ensure the security of his party office, the state authorities “very harshly, wrongly and unfairly” acted illegally”.

He alleged that several BJP members and supporters were arrested and implicated in false cases.

The bench directed that the matter would be taken up for hearing again on September 27.
