The draft plan states that companies that fail to comply with these norms will be fined Rs 50,000 per vehicle. In addition, the plan proposes the implementation of the transition to electric three-wheelers. After the implementation of the scheme, the entities need to ensure that 10% of their fleet will be converted into electric vehicles in the first six months.
As per the draft scheme, aggregators will have to induct 25 per cent of their fleet of electric vehicles within a year. Thereafter, they need to move around 50%, 75% and 100% of EVs in 2 years, 3 years and 4 years respectively as per the draft.
Further, the draft plan claims, “All new three-wheelers on-boarded for passenger transport by aggregators after the completion of four years of notification of the scheme shall be electric three-wheelers only.”
“All new four wheelers on-boarded by aggregators after completion of five years of notification of the scheme will be electric vehicles only. In addition, aggregators will be required to transition to an all-electric fleet by April 1, 2030. The existing conventional vehicles on-boarded by the aggregator shall be liable to fine and challan as per section 3.7 of the scheme,” the draft said.
In addition, the draft policy also mentions guidelines for cab aggregators. It said, “Aggregators will be required to take appropriate action against driver partners having 15 per cent or more complaints for rides made by them in a period of one month. The data so referenced shall be stored/collected by the aggregator for at least three months from the date of service rendered.
