Central universities need ministry approval before advertising non-teaching vacancies

Like teaching vacancies, now central universities across India have been asked to get approval from the education ministry before advertising for non-teaching positions as well. NS University Grants Commission (UGC) Central Universities across the country have been asked to prepare Cadre Recruitment Rules (CRR) for non-teaching posts. As part of the rules, the first condition mentioned in the notification has asked central universities not to advertise or fill any non-teaching positions unless approved by the Ministry of Education (MoE).

In the second condition of the notification, the universities have been asked to ensure that the roster is prepared strictly in accordance with the instructions laid down by the central government before advertising or filling the non-teaching posts.

The condition also mentioned that any further revision in CRR also requires approval of MoE. Universities will also have to send a copy of the approved CRR to the UGC. The apex body issued a notification after it observed that most of the central universities have not framed the cadre recruitment rules for non-teaching posts.

The higher education regulator said that though it had asked all central universities to frame cadre recruitment rules for non-teaching posts, the instructions have not been followed. In view of this, the latest notification has asked the Central Universities to prepare the Cadre Recruitment Rules (CRR) of Non-Teaching Posts with new conditions.

The notification also referred to the UGC’s letter dated September 6, 2002, informing all central universities that the work relating to transport, sanitation and security should be given to a private agency instead of entrusted to regular employees. Based on this point the latest notification states that the resulting vacancies in non-teaching posts on account of retirement, superannuation and death or any other reason cannot be filled without prior approval of the UGC. In the final condition of the notification, the universities have been told that there will be no recruitment along with interview to the junior level posts falling under Group C and B.
