CM Jagan Firms On 3-Capital Scheme Despite Andhra HC Order, TDP’s Naidu Says YSRCP Ruled Like ‘Kauravas’

Reiterating his stand on decentralization and three capitals, Andhra Pradesh Chief Minister YS Jagan Mohan Reddy on Thursday said his government is “exploring legal options and alternative remedies” to challenge the March 3 judgment of the state High Court, which His government was directed to develop Amaravati. as the capital within six months.

Jagan has argued that the HC order questions the constitutional demarcation of the legislature, executive and judiciary.

“Courts should not encroach upon our area of ​​law making. We came to power with a huge mandate. If we cannot question the judiciary, then there is no point in the legislature. Decentralization is our policy,” the CM said, adding that the final decision on capitals comes under the constitutional rights of the state government.

In its March 3 judgment, the Andhra Pradesh High Court held that the state government lacked the “legislative capacity” to establish Amaravati, Visakhapatnam and Kurnool as the state’s legislative, executive and judicial capitals, respectively. The court asked the state government to reform Amaravati as the only one instead. Capital within six months. Besides this, it also directed the Yuvajan Shramik Rythu Congress Party (YSRCP) government to develop infrastructure for basic amenities like roads, drinking water and power lines within a month.

The HC order was strongly welcomed by the agitating farmers of Amaravati, who gave up their land in 2014 for the development of the capital region, proposed by the then Telugu Desam Party regime under then chief minister N Chandrababu Naidu.

Addressing the assembly on Thursday, Jagan promised to protect the interests of Amaravati’s farmers, but strongly underlined that the deadline set by the High Court to develop Amaravati was “impractical and impossible to execute”.

“No court can fix impossible deadlines. Six years ago the estimated budget for developing infrastructure on 54,000 acres of Amaravati was Rs 1.09 lakh crore, but now the number has increased manifold. Even TDP spent only Rs 5,000 crore in 2016-2019 and the state government cannot go beyond that. Our agenda is all-round development, not just Amaravati.”
