The state government of the city of Delhi has proposed to make it mandatory for a quarter of new cab registrations to be electric vehicles, according to a draft note from its transport department. The proposal would make it mandatory for cab operators such as Ola and Uber and apps providing transport or delivery services, including food delivery apps Swiggy and Zomato, to register with the Delhi government as soon as the law comes into force.

The Delhi government has sought comments from stakeholders on the draft, which mandates half of all new two and three wheelers used for ride sharing and delivery, to be electric within a year of registration.

According to a report by India’s Federal Ministry of Earth Sciences, the transport sector is the world’s most polluted city in and around New Delhi, followed by industries and utilities.

The report said that cabs have emerged as one of the major sources of pollution in Delhi, with each cab operated by ride hailing companies such as Ola and Uber traveling an average of about 145,000 km (90,000 mi) per year.

If the draft is approved, it could bring relief to the finances of Delhi’s citizens and its public health system, which environmental experts say costs millions of dollars in health care costs every year due to pollution.

The move could also reduce demand for fossil fuels in and around the region, among the largest consumers of gasoline, natural gas and diesel.

The draft also proposes imposing fines on companies that do not comply with the electric vehicle transition targets.
