Discuss, debate, decide and avoid disruption: Vice President Venkaiah Naidu to new MPs

Amid the ongoing disruption in Parliament, Vice President M Venkaiah Naidu on Saturday said adverse politics should not be allowed to affect the functioning of Parliament and state legislatures.

Virtually inaugurating a two-day orientation program for new MPs from Hyderabad, he said that differences should be resolved through debate and discussion by cultivating the ability to understand the opinions of others, but not necessarily agree with them.

Expressing concern over the increasing disruption and confrontation over debates and discussions, Shri Naidu said that people, especially the youth, are becoming impatient and disillusioned with the way democratic institutions work.

“Both the government and the opposition have a collective responsibility for the smooth and effective functioning of the House,” he said.

Shri Naidu urged the members to put an end to unpleasant situations in the House so as to maintain the credibility of parliamentary institutions in public esteem. He stressed that discipline, dignity and dignity are essential in the House.

Urging members to make significant and meaningful contributions to enrich the proceedings of the House, Naidu said informed criticism of the government is always welcome, as parliamentary strategy should avoid prolonged disruption.

“Let the government propose, let the opposition oppose and let the house settle,” is the only way forward in a democracy. He said members should resort to the 3D mantra: discuss, debate and decide and avoid other ‘D’-disruptions.

Reminding members that their performance and conduct are subject to constant public scrutiny and evaluation, Naidu advised them to maintain public trust and confidence, which he said could be ensured through systematic action.

Highlighting Prime Minister Narendra Modi’s motto of ‘Performance, Reform and Transform’, he said that productivity has almost doubled in the last eight sessions as a result of his concerted efforts to effectively enhance the functioning of the House.

He urged the new members to pursue this positive trend and make a conscious choice to become a change agent or a blocker.
