Distance learning from Periyar University is invalid: UGC

University Grants Commission (UGC) has said that the Open and Distance Learning (ODL) programs of Periyar University are invalid. Periyar University was recognized by the UGC for offering programs through ODL mode from 2007 to 2015 and for 2019-20. It is not recognized for the academic year 2021-22. The UGC said that the university has violated the rules and its ODL will also not be recognized from the year 2022-23 to 2023-24.

“It has come to the notice of the Commission through various communications received in the UGC office that Periyar University, Tamil Nadu is functioning without full time director, insufficient full time faculty, insufficient non-teaching staff, not yet established center and without ODL programme. UGC (Open and Distance Learning Regulations, 2077, UGC (Open and Distance Learning Programs and Online Programs) Regulations, 2020 and its amendments thereto from time to time with prior approval of the UGC in gross contravention of the conditions prescribed by UGC reads the official notice.

As per the recommendations of the Grievance Redressal Committee (CRC), UGC has decided that no application of Periyar University for the year 2022-23 to 2023-24 will be entertained. The application submitted by the University for the year 2021-22 for offering ODL programs will also not be processed.

“The details of complaints/contraventions received shall be sent to the Hon’ble Governor and Secretary (HE), State Government for fact-finding and necessary action in the matter,” the notice said.

“Therefore, the general public, students and other stakeholders are hereby cautioned not to take admission in any program offered by Periyar University, Tamil Nadu through ODL mode. Taking admission in such programs may jeopardize the career of the students due to non-recognition of the programs by the UGC.

Earlier, ODL programs of Annamalai University were not approved by UGC saying that “In gross contravention of all the conditions laid down under the UGC” Rules and Regulations. In an official notice dated March 25, the UGC said that the ODL programs are being offered without the prior approval of the commission and are therefore invalid. “The University is solely responsible for the career outcomes, if any, of the students,” the UGC had said.

However, the university moved the Madras High Court challenging the order and demanded Cancellation of public notice dated 25th and 30th March by UGC. The writ petition has been prayed to direct the UGC to issue recognition to the open and distance education programs for the current academic year 2022-23. The interim prayer is for a stay on the operation of the notice dated March 2022 and a direction to the UGC to allow the petitioner to admit students under ODL by 2022-23.
