DUTA seeks President’s intervention in absorption of 4,500 ad hoc professors

The Delhi University Teachers’ Association (DUTA) has launched an online petition for one-time absorption of around 4,500 ad-hoc and temporary professors in the university. As per the petition, such teachers are deprived of all reasonable benefits like annual increment, promotion, medical benefits, leave etc.

Seeking the intervention of the President, it has been said in the petition that amidst job and social insecurity, assistant professors are working in various colleges and departments of the university.

It urged President Kovind to direct the Ministry of Education to “consider and fulfill the legitimate and genuine demand of absorbing teachers working on ad-hoc/temporary basis adhering to all constitutional provisions of reservation”.

“This is a matter of serious concern to these teachers, who are working on ad-hoc/temporary basis in full time, sanctioned, sanctioned and basic positions. If their concern is not addressed in a proper and time bound manner, it may lead to Will prove disastrous for his career and teaching-learning process in Delhi University,” read the petition.

According to a December 2007 Delhi University Election Commission resolution, assistant professors working on an ad-hoc basis are initially appointed for four months, and the positions they hold are usually permanent sanction posts.

Whereas those who are permanent are paid full pay in the pay scale of the UGC and with annual increments admissible to a government employee and with continuous services, without any notional breaks.

“However, because of promotion, they are discriminated against from permanent teachers and they continue to be assistant professors irrespective of their length of service and academic achievements,” the petition said.

It said that ad-hoc teachers are initially paid the full UGC pay scale without any increment, but with full allowances.

“They are given one day notional leave on or before 120 days and then their services are renewed. Worst of all, they are in constant danger of losing their jobs anytime.”
