The Congress had sought to discuss the issue in the form of an adjournment motion which has a censure clause. However, Speaker Vishweshwar Hegde Kageri did not allow him to raise the issue on the ground that the matter was sub-judice.

Law and Parliamentary Affairs Minister JC Madhuswamy supported the speaker’s stand.

Leader of the Opposition Siddaramaiah tried to remind the speaker and Mr. Madhuswamy that when the BJP was in opposition, the party had debated the issue of the unnatural death of police officer Ganapathy, even though the issue was in court. He said that the then Home Minister and Congress leader KJ George had resigned over the episode.

Opposing the argument, Chief Minister Basavaraj Bommai said that an FIR was registered against Mr. Bhairati Basavaraj on a personal complaint contrary to the unnatural death of Ganapati. The Chief Minister said that allowing discussion on issues arising out of private grievances would lead to unhealthy development.

Congress members accused the BJP government of lack of morality.

But the chief minister insisted that permission to debate the issue was being denied on grounds of legality.

Angered by this, Congress members came to the Well of the House and started a sit-in demanding the resignation of Bhairati Basavaraj and a debate on the issue. When Congress members refused to withdraw their sit-in, the Speaker adjourned the House till December 20.
