The Ministry of Road Transport and Highways has released a draft notification related to the Motor Vehicles (Acts of Registration and Vehicle Scraping Facility Amendment) Rules, 2022. These are amendments to the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, which lay down the procedure for setting up a Registered Vehicle Scraping Facility (RVSF). will make these changes Simplify and Digitize Vehicle scraping process for all stakeholders – vehicle owners, RVSF operators, dealers, regional transport authorities etc.
Here are the main points:-
1) Provision for vehicle owners to apply for vehicle scrapping digitally. All applications for vehicle scraping will be submitted digitally. RVSF will act as a facilitation center to help vehicle owners to apply for scrap vehicles digitally.
2) The required checks from the “Vahan” database have been specified before the vehicle owner submits the application. These checks include hire-purchase, lease or hypothecation agreement of the vehicle, no criminal record against the vehicle in the records of the National Crime Records Bureau, no arrears on the vehicle, and no record of blacklisting of the vehicle by the regional office. Transport Authority. Applications will not be submitted for vehicles that fail any of these tests.
3) Initiation of undertakings by the vehicle owner and RVSF operators at the time of submission of the vehicle to ensure transparency in the responsibility of the vehicle before and after submission for scrapping.
4) Incorporation of more details in the certificate of deposit relating to the vehicle submitted for scrapping to enable transparency in the trading of the said certificate. The said certificate will be available digitally to the vehicle owners and will be valid for two years.
