Government employees are currently required to purchase air tickets only from three authorized travel agents – Balmer Lawrie & Company, Ashok Travel & Tours and IRCTC.
As per the revised instructions regarding booking of air tickets on Govt. employees, for any booking made within less than 72 hours of the intended journey on tour or for any booking canceled less than 24 hours after the intended journey Self-declared justification will be required to be submitted by account.

The revised instructions have prompted the employees to book tickets digitally through the self-booking tool/online booking website/portal of the three authorized travel agents.
“Employees should preferably book only one ticket for each leg of the journey. Holding of more than one ticket is not permitted. However, in case of special circumstances or exceptional circumstances, for alternate flights to different time-slots A maximum of two tickets can be booked for the same leg of the journey with a self-declared justification for the same,” the instructions read.
In unavoidable circumstances where the ticket is booked through an unauthorized travel agent/website, the relaxation should be given only by an officer of the rank of joint Secretary or above.
The Department of Expenditure asked all ministries and departments to clear their dues to travel agents within 30 days of the completion of the journey, while the authorities would have to submit a certificate/undertaking confirming their journey within 72 hours of the journey .
Ministries will have to clear all past dues to travel agents by August 31, 2022, it said, adding that no profit points will be added against travel in government accounts.
The ministry wants to cut unnecessary expenditure as fiscal expenditure is already high due to cuts in excise duty on petrol and diesel, reduction in customs duty on some items, higher fertilizer subsidies and free food scheme for the poor.
